The House Caucus of the members-elect of the 89th General Assembly will convene at 8:30 am on Friday, November 9. Click here to watch the proceedings from the House Floor live.
The Speaker of the House will begin the Caucus by declaring all House Chamber seats vacant. According to House Rules, seniority of incoming members must be determined by lot. The Speaker and Speaker-designate will conduct the drawing. Representatives-elect will select, in the order of their seniority, any seat not occupied.
After seniority is determined and seats are selected, members will then gather with their respective District Caucus in committee rooms to begin the process of committee selection for standing committees.
The Arkansas House of Representatives has ten standing committees, The ten House committees are split evenly into A and B categories. All House Members serve on one “A” committee and one “B” committee.
The class A standing committees are:
Ø Education
Ø Judiciary
Ø Public Health, Welfare, and Labor
Ø Public Transportation
Ø Revenue and Taxation
The class B standing committees are:
Ø Aging, Children & Youth, Legislative & Military Affairs
Ø Agriculture, Forestry and Economic Development
Ø City, County, and Local Affairs
Ø Insurance and Commerce
Ø State Agencies and Governmental Affairs
According to House Rules, each House District Caucus selects 5 members for each “A” committee and 5 members for each “B” committee. Each Caucus will also select 5 members and a 1st and 2nd alternate to serve on Legislative Council and 5 members and a 1st and 2nd alternate to serve on the Joint Audit Committee. 6 members and 2 alternates must be selected from each House District Caucus to serve on House Budget Committee.
The Speaker of the House appoints a chairperson and vice-chairperson from the selected membership of each standing committee at a later date.
